We say “Habemus Papam”—Latin for “We have a pope”—because it is the traditional announcement to the world that a new pope has been elected by the College of Cardinals and has accepted the office.
This phrase is part of a formal declaration made from the central balcony of St. Peter's Basilica in the Vatican, shortly after the white smoke rises from the Sistine Chapel chimney. The full formula is:

Annuntio vobis gaudium magnum: Habemus Papam!
I announce to you a great joy: We have a Pope!

Then the cardinal protodeacon announces the name of the Holy Father & the name he has chosen as his Papal Title while the crowds cheer and the Church rejoices!
